Searching the ETIHAD Dublin to Maldives offer I see even cheaper business class returns starting €1603 though that price is no frills without lounge access and a few other things. Etihad site offers 3xlevels of business.

Exactly. It really depends on what each traveller is looking for. Some value lounge access, while others already have it through American Express, Priority Pass or another membership. And some simply want the lowest possible fare with a lie-flat Business Class seat and do not care about the additional benefits
